HAVANA — In March 1961, tensions between the United States and Cuba were reaching a peak. Tiger Woods has done much to popularize the sport of golf, but even he can’t singlehandedly counteract an adverse economy and what some call an overabundance of golf courses. There are more than 800 golf courses in Michigan alone, but a stagnant economy and increasing costs are lowering membership and creating hardship for many course owners.
